The Housing Program is structured to help older, homeless youth ages 16 through 21 achieve self-sufficiency, and avoid long-term dependency on social services. This grant provids transitional shelter, skills training, and support services for a continuous period not exceeding 18 months.

The specific goals of the proposed project are to:
~ 1. Help older, homeless youth ages 16-21 in the Chicago metropolitan area achieve self-sufficiency through a program that will provide shelter, skills training and support services.

~ 2. Help older, homeless youth in the Chicago metropolitan area avoid long-term dependency on social services through empowerment education designed to provide housing counseling skills, substance abuse, medical, mental health, and employment, educational and parenting skills.

~ 3. Help older, homeless youth in the Chicago metropolitan area obtain permanent housing for five years after receiving services from the project.

~ 4. Determine the effectiveness of the project through process and outcome evaluation that will measure changes in the youth for 5 years.
